Description

Bangladesh AOTS Alumni Society (BAAS) has come a long way in Human Resources Development in Bangladesh. Programs launched in cooperation with AOTS, Japan are immensely beneficial and have been rated very high by the alumni. Considering the socio economic condition and the population of the country, the need for human resources development in alignment with Japanese approaches is relevant and essential for Bangladesh economic growth. Hence dissemination of Japanese approaches to management and quality will benefit Bangladesh as a whole. To ensure this, capacity building of BAAS is necessary. Provision and facilities for a training centre is essential. Accordingly, Bangladesh – Japan Training Institute (BJTI) was established in May 2011 and Dr. AKM Moazzem Hussain, Honorary Adviser to AOTS Activities in Bangladesh was selected as Chairperson of the council of BJTI. Salient features and other details are given below: (i) Dr. AKM Moazzem Hussain, Chairperson of the Council; (ii) Mr. Jawaherul Ghani, Vice Chairperson of the Council; (iii) Mr. Syed Ahsanul Apon, Member of the Council; (iv) Mr. A.M.M. Khairul Bashar, Member of the Council; (v) Mr. Muhammad Ali Jinnah, Member of the Council; (vi) Dr. M. R. Kabir, Member of the Council, Pro-Vice Chancellor, Asia Pacific University and (vii) Mr. Mostafa Kamal Khan, Member of the Council, Director, Bangladesh Institute of Management (BIM) Vision of the Future a. VisionFor the peace and happiness of mankind. b. Mission Developing human resources to commonly display harmony in diversity, respect for humanity, compassion and austere for simple life, and leadership and management skill to ensure perfection and prosperity. c. Aims and ObjectivesThe overall aims and objectives of the institute will be the following.1. To contribute in economic growth of Bangladesh.2. To contribute in managerial and technical skill of human resources in Bangladesh.3. To disseminate Japanese Management Approaches in Bangladesh.4. To contribute in the development of industrial relations.5. To establish linkage with similar institutions at home and abroad. d. FunctionsPrincipal functions in alignment with aims and objectives will be the followings (but not limited to):1. To carry out Need Assessment, develop curriculum, design training courses, workshops and implement the same.2. To implement programs to create awareness like seminar, discussion programs etc.3. To publish books, journals, news letters etc 4. To carry out research in relevant fields. Modus Operandi of the Institute1. The institute will be a non profit organization.2. The institute will be an independent body.3. It will be independent in planning, designing and implementing activities to realize its objectives.4. The institute may earn revenue through providing services and spend the same to carry out its functions. 5. CEO will communicate on behalf of the institute.6. Institute may associate with other bodies to carry out programs in joint venture.7. It will maintain transparency in all its functions. Responsibility- The Council will be on the whole responsible for management of the institute. It will be responsible for administrative, financial and operational matters of the institute. - It will prepare policies, plan and implement the same to realize the aims and objectives of the institute.- The Council will recruit CEO, faculty and staff; assign the responsibilities and duties to carry out the business of the institute.- The Council will ensure diligent expenditure, audit of the fund of the institute. - The council will meet at least once in two months.- The Council may constitute committees to carry out certain functions.- The Council can delegate administrative and financial powers in a manner it deems fit. Relationship with BAAS“Bangladesh – Japan Training Institute” will be an integral unit of BAAS designed to carry out aims, objectives and functions as indicated above. All its assets will be treated as assets of BAAS. It is “An Initiative or Enterprise of BAAS” to accelerate promotion of its function in a wider framework. BAAS will foster guardianship of the institute through constitution of the Council to govern the institute. The Council shall function in a manner as outlined in the bye laws of BAAS. Support of AOTS, Japan BAAS has already received moral support and encouragement from AOTS HQ to go ahead with the project. On top of that, AOTS has kindly agreed to dispatch Prof. Dr. Tsuneo Yahagi to Dhaka in February 2012 (in conjunction with the 40th Anniversary of the establishment of Diplomatic Relation between Bangladesh & Japan) to conduct the Kick-off Seminar of BJTI on “Corporate Management – the Japanese Way”. This memorable day-long seminar (which might be followed by an Workshop next day) will be held at Ruposhi Bangla (formerly Dhaka Sheraton) Hotel for 100 top business leaders (Managing Directors/ Directors/ General Managers of Manufacturing & Service Industries) from all over Bangladesh. Cooperation of the AOTS Alumni Network The AOTS Alumni in Thailand successfully established TPA (Technological Promotion Association, Thailand – Japan) more that 30 years ago and TNI (Thai – Nichi Institute of Technology) more than 3 years ago. We, the AOTS alumni in Bangladesh consider TPA & TNI as the “Role Model” for us. Therefore, the Chairperson of BJTI Council along with the BAAS President Mr. Mokarram Uddin Ahmed, Vice Chairperson of BJTI Council Mr. Jawaherul Ghani and Member of the BJTI Council Mr. Mohammad Ali Jinnah, will visit TPA & TNI in Bangkok on 9th September, 2011 in order to see those facilities and to share their experience in building up these unique organizations under the leadership of the AOTS Alumni in Thailand and through close cooperation of AOTS, Thailand – Japan Economic Cooperation Society and the Governments of Thailand & Japan. Finally, BJTI will propose to conclude MOUs with TPA & TNI for mutual cooperation and growth. Business Plan of BJTIAfter visiting TPA & TNI, the council will prepare a feasible & sustainable businesses plan of BJTI. However, the council has the following tentative work plan in mind at this moment. (a) By March 2015 : Procure Land at an appropriate location for BJTI Campus (b) By March 2018 : Construct buildings & facilities at the BJTI Campus (c) From April 2018 : Offer short courses, specialized management courses on KAIZEN, TQM, TPM etc. and certain undergraduate courses. Also initiate affiliations with organizations and universities in Japan & other Asian Countries. (d) From April 2021 : Offer Postgraduate Courses and Regional Programs as a Centre of Excellence in South Asia. Note: 2021 (i.e. 50 years after independence) is the Millennium Goal of the Govt. of Bangladesh to become a Middle Income and Self-sustaining Country. For the required funding, we do not worry at all. This is because we believe that for any good cause, funding is never a problem if sincere efforts are made and the fund is utilized properly. Let us look at our recent example. BAAS-AOTS Training Centre became too old after using the same for long 17 years and we had to go for a massive renovation work. We succeeded in making an excellent renovation at the cost of Tk. 3 million and the entire amount was collected as voluntary donation from the BAAS Members and the renovated space has been renamed as “BAAS Centre”.
